We go to the properties of the neutral creature. Then, we go to the "events" tab. We select a calendar event. We set the frequency to every day and uncheck all players except the neutral one. Next, we set the condition: if the number of creatures (peasants) is greater than 10, then subtract 1 peasant. And we click "OK". Now, the number of peasants will not exceed 10.
