Nothing is displayed in the map editor’s toolbar.

It turned out that my Editor folder was empty for some reason and didn't contain all the necessary XML files. I realized this when I opened the mod and went to the folder for rollback.

I copied the contents from the correct folder to mine, and, lo and behold, it worked; all the filters returned to their places. The terrain is now being generated.
