Nothing is displayed in the map editor’s toolbar.

Following the advice of a person from another one of my topics, I deleted the index.bin file in the data folder, but it didn't help; rather, it solved a different problem (the databases became accessible).

And a question about the program: how do I disable HDR textures in the editor?

I think the editor is broken.
1) You don’t have land and there’s a grid – I’ve never seen anything like that before; I assume the editor can’t create land.
2) Since you have databases but no filters at all, I again assume that the editor is broken because the filters are configured in the editor files.
3) You have the word “filter” in Russian – this is a strange editor; try using the regular version
