Even though Titans have a Chaos Amulet, they don't really counter Chaos Dragons that well.
The paradox is that Chaos Dragons can be built faster than Titans, thanks to the Thieves.
I think you know how much it costs to build Titans and Chaos Dragons, so judge for yourself.
Therefore, the number of Titans is approximately equal to the number of Chaos Dragons.
