Editing starting hero perks.

Good day. I recently started replaying the Heroes campaigns and had a question: how can I change the starting perks of the heroes? For example, I want to remove Leadership and Diplomacy from Godrick's starting perks and instead add the Overseer perk to Counterstrike. How can I do this?
