Your answer can be taken as a personal opinion, as advice, but until there is clarification from the organizer, there is no definitive answer. Therefore, the definiteness of your statement is unclear.

If you want to ban some specific tactic, then ban that tactic. Otherwise, you get into geometry related to external dwelling and start describing... Two paragraphs in the rules, and yet there are more questions than answers. You could write a couple more pages about descriptions of external dwellings, but it wouldn't make any difference. So – without me.
Practically none of the Heroes versions offer such a comfortable and EASY victory over monsters. That's why I personally think that banning a closed-off external dwelling isn't pointless. It will eliminate at least endless battles with fast monsters, which means something. Do you disagree? :) And otherwise, you can easily defeat almost any monster comfortably using fairies with an automated field selection and Ares. What? Is that not true? :)
So, they banned the victory of fairies over conditional "fast monsters," thereby eliminating an entire class of tactics. All that remains is to ban options for fighting stronger monsters, more moral ones, more expensive ones, more white and fluffy ones. There is room for creativity...
Honestly, I almost don't care what rules we play by, as long as they meet two conditions: the possibility of verifying compliance (if you cannot verify it, do not prohibit it), and a clear boundary between allowed and prohibited actions.
The “ban on external dwelling” clearly has problems with the second condition. These problems can only be solved if we move away from the external dwelling itself and ban a specific tactic. Although even this would be lengthy. And it's unclear why it's needed.
