Have you tried adding the game folder to the antivirus exceptions or disabling the antivirus?

Have you tried installing the game not in Program Files (if it's installed there), but in a folder where you have full access rights?

Have you tried running h3hota HD.exe manually from the game folder instead of using the button in the launcher?
