Enable/disable the restriction on hiring heroes in the tavern on Jebus Outcast.

I was also thinking about that, and after browsing through the template settings, in the "template settings - heroes" tab, you can see a button to disable hero recruitment. However, in the current version, this function is disabled, and it is still impossible to recruit heroes. Now I am also looking for a way to disable it permanently.
