Heroes 5 – by Azmadon (Izmail).

I tested it. As I now understand it, it grants 2 levels for each level your hero is below the level of the opponent. 🤔
(A logical question #2 - is that how it's supposed to work? And does the artifact's description not clearly convey its actual effect?)
