A tithe is a tax, dragons love gold, and they will be expensive, and will be on Tier 7.
I'm hearing for the first time that Keagan's betrayal works both ways, and also affects any unit... I think I removed this special ability from the cultists, but I need to check.

damn, I didn't test Keagan, but I checked a similar hero who changes the ability's effect - Elaine... she doubles the tax from peasants in her army... berserkers also pay double tax.

About the Dragon taxes, the idea is interesting. It turns out your Orcs will be "walking under the Dragons." It's interesting what the storyline explanation for this will be and how the Orcs themselves feel about it... 🤔
*We're waiting for the Dragons themselves. Have you already decided what they will be based on?

Thinking about your idea with Betrayal, I came up with another way to implement the mechanic, but purely as an addition to Keagan's special ability. Initially, you need to set the betrayal percentage to zero, and adjust the description and name. Now this ability will simply be part of the hero's special ability. Since it won't work in normal situations, but it will work when "Keagan" is against them. Thus, this "new hero's" skill will give him weekly reinforcements proportional to his level, and in addition, it will allow him to recruit defeated Orcs in battle (this can be implemented with the hero's Honor/Reputation or something else that is more appropriate), the higher the hero's level, the higher the percentage at which units will switch to his side. 🤔
*This is just an idea, if you are going to implement similar mechanics.
