RTF is a global modification that replaces all towns in the game.

Their heads are fine. They look like they're from Skyrim.

I did reduce the head size a little bit; I'll show you later.

And the heads are indeed from Skyrim. There's a mod called RaceMenu that has a function for saving head models. This is needed to create custom NPCs.
