How do you give a hero the “Wheel of Fortune” artifact from the Djinn faction?

So, if this is an ability that has no restrictions on the number of uses (for example, Rakshasa Charge/Mana Drain of Imps), can such an ability be given to a hero? And will it work? 🤔

I'm not sure, but it seems that all spells should be linked to an effect (of what they do, and abilities should also be), so it probably isn't possible to create an ability as a spell. But replacing an existing spell (its effect) with the effect of an ability is theoretically possible. (but I haven't done this, so it's just a theory)
