How do you give a hero the “Wheel of Fortune” artifact from the Djinn faction?

And where is this counter located? I would just like the hero to be able to manipulate the luck of creatures.

It is defined in the stats of creatures; each creature has its own, and it is common to all abilities with a usage limit (Invisibility, Djinn buffs, Wolf Howl, Cave Dweller summoning, etc.).
*If a creature has Invisibility and Wheel of Fortune at the same time, the counter will be common to all of these abilities (i.e., it is the sum of their uses).
