How do you give a hero the “Wheel of Fortune” artifact from the Djinn faction?

Yes, there is a special counter for special abilities that tracks their usage; you can't configure it for heroes.

So, if it's an ability that doesn't have a limit on the number of uses (for example, Rakshasa Charge/Mana Drain of Imps), can you give it to a hero? And will it work? 🤔

Are there any similar spells? And can a creature's special ability be changed to a spell or a hero's skill?

I'm not sure, but I think all spells should be linked to an effect (what they do; abilities should also be linked to an effect), so it probably isn't possible to directly make an ability a spell. But replacing an existing spell (its effect) with the effect of an ability is theoretically possible. (but I haven't done it, so it's just a theory).
