Significance? For me, the most important thing about the third-level building is whether it needs to be built to construct higher-level buildings.
Because if I see a den of ifrits and a fire spellbook, I'll do everything to get to the ifrits in the first week and take over their den, with the idea of then moving on to Armageddon. And no matter how excellent the cerberuses are, I'll play without them because you don't need to build them for the ifrits...
That's what significance means.
Or, if I see an external stable and have a real chance to build it in the first week, it's not a given that I'll build griffins, even though they're good.
I don't even mention Necropolis – I don't remember ever building ghosts in the first week because they're not needed for either vampires or black knights.
How do you measure significance? It's different for everyone; I always focus on army speed, so I try not to take anything that slows me down.
And also, here they're comparing upgraded units. But that's not entirely accurate. After all, you don't always have the opportunity to upgrade, and there are other priorities.
