There can't be any "normal" demon on Tier 1 - it's offspring from hell, it can't be as strong as a peasant, unless it's an imp.

Yes, I didn't think about that... I just don't really like imps, and Ugrul, who was using Hannik's models, replaced imps with some kind of Offspring and an improved version of them.
