Firstly, Necromancers will only resurrect skeletons, because I don't understand why a city is needed otherwise, if a hero in the open field can create vampires, liches, and undead, then Necromancers should be nomads, haha.
Secondly, now Necropolis consists of three sub-factions - these are the Cult of Death, Corpse Eaters, and Ancient Undead, so that the Necromancer doesn't go around with only skeletons, he is forced to enlist the support of these factions, they conduct their own political games and have embassies in Necropolis.
The Cult of Death is a branch of the "sea" cult.
Corpse Eaters are the result of experiments by ancient dark mages, these are disfigured souls that create bodies for themselves by modifying corpses.
And Ancient Undead are the guardians of the culture of the old empire of people, which was ruled by dark mages, these warriors hunt dragons.
