Firstly, Necromancers will only resurrect skeletons because I don't understand why, otherwise, what's the point of having a city if a hero in the open field can create vampires, liches, and undead? Then, Necromancers should be nomads. <0xE2><0x98><0xBA>
Secondly, now Necropolis consists of three sub-factions: the Cult of Death, Corpse Eaters, and Ancient Undead. So that a Necromancer doesn't just have skeletons, he is forced to enlist the support of these factions. They conduct their own political games and have embassies in Necropolis.
The Cult of Death is a branch of the "sea" cult.
Corpse Eaters are the result of experiments by ancient dark mages; these are disfigured souls that create bodies for themselves by modifying corpses.
And Ancient Undead are the guardians of the culture of the old empire of humans, which was ruled by dark mages. These warriors hunt dragons.
