I think so. :) As I mentioned above, Harpy-Witches are essentially ranged attackers. And what attackers they are: no penalty for melee combat, and they can attack at a distance and through walls!
In my opinion, all creatures with a ranged, non-retaliatory attack can be called ranged attackers. Under certain conditions, even the Archdevil can act in a similar way, for example, when, being the fastest creature, he attacks enemy troops at the end of the first round, and returns to his original position at the beginning of the second. :)
