I think so. :) As I mentioned above, Harpy Witches are essentially ranged attackers. And quite powerful ones: they have no penalty for melee combat and can attack at a distance and through walls!
In my opinion, all creatures with a ranged, non-retaliatory attack can be called ranged attackers. Under certain conditions, even an Archdevil can act in a similar way, for example, when, being the fastest creature, it attacks enemy troops at the end of the first round and returns to its original position at the beginning of the second. :)
However, ranged attackers and Harpy Witches are similar in their attack technology, but with differences. For example, a Harpy Witch does not have a reserve of "shots," or rather, it is infinite, and it also cannot "shoot" from the upper left position to the lower right. If you think about it, there are probably other differences as well.
