Here, they will be neutral NCF

and in RTF, they will be Necropolis if everything goes well

Necropolis is a special faction; it doesn't have a country in the usual sense – no king, no taxes, and no population. It's a gathering of ghouls from crypts, vampires from old castles, liches, and ghosts from ancient burial grounds, and, of course, evil warlocks.

Necropolis exists everywhere, but there is no one who would unite all these groups under their will.

Demons with skulls are one of the groups.
