Which third-level creature is the best?

Indeed, when fighting flying units, the THIRD-level air elementals perform at least as well, while storm elementals lose out.

And it's all because the melee penalty kicks in. 1-4 is not the same as 2-8. :p That's why I'm not rushing to upgrade them.
