This is a post for buffing Merel, I'm writing it based on my understanding, write what you think, and I'll correct it as needed.
1. Merel buffs himself with a stat boost (intelligence, I think?), then buffs himself with experience using Creation.
2. Beate is buffed with Perception, then with experience.
3. Gion is buffed with Strength, then with experience.
4. Garret is buffed with ?, then with experience.
5. Erefir is buffed with Endurance, then with experience.
6. Kilik is buffed with ?, then with experience.

=12 Action Points (40 Spirit allows)
