I can't be certain about that reason, but generally, it's not recommended to use Steam versions of older games for mods. It's better to get a pirated copy and apply patch 3.1 to it.

Well, I buy games so I don't have to pirate them. It's a shame if it's because of this. P.s. For some reason, this doesn't apply to games like The Elder Scrolls and Fallout, so I think it depends on the community that releases the mods, rather than the "age" of the games.
