I assume that the translation file is missing some necessary .txt files with the translation, as in the old version's localization. I did the following for myself: I opened the translation package and the English package using WinRAR. Then, I copied all the files from the RU package into the EN package, replacing the existing files. Consequently, everything that has a translation now has it, and everything that was missing .txt files for remains untranslated. I'm testing it...

There are a few nuances when doing the translation:
1 - You don't need to delete MMH55-Texts-EN.pak, as the game reads files from all archives and uses the .txt files with the most recent date, even if it's from multiple archives.
2 - Inserting the previous Ru translation into the En folder, completely replacing the files, is not the best idea, as all new files, modified in subsequent versions, will be replaced with the old ones from the Ru translation, but they will be incorrect (for example, in version RC18, the artifact was changed to give +2 "Knowledge" instead of +2 "Attack," but you will still see +2 "Attack" because the file is old. If MMH55-Texts-EN.pak is present, the English text will be displayed, which allows you to see errors during testing).
3 - Ideally, you should extract both archives, MMH55-Texts-EN.pak and MMH55-Texts-Ru.pak, into different folders, and then compare them by the file modification date. You can delete files from the En folder if their date is older than the date in the Ru folder, and then translate the remaining files in the En folder. This is a long and tedious process. Sometimes, there are additional files in the En folder that are not in the Ru folder, and their modification date is not 2023, but 2018, for example. If you delete it and don't translate it, the game will either display the English text if MMH55-Texts-EN.pak is present, or it will be an empty field, or the Russian text from the original game, which does not correspond to the translation.
