Please explain what you mean by the phrase "all the creatures froze and stopped moving"? This scenario has been through a lot, and if you found a bug, may Elrath have mercy, I'll be devastated.

It's not a bug, I just started messing around in the console, trying to give myself the "Shackles of Inevitability," and I gave them to a group of enemy creatures, and it broke everything; they just froze. I immediately reloaded the save before activating the console, and everything went back to normal. So I continued playing.

Luckily, I already found the "Shackles of Inevitability" on one of the creatures, so I don't intend to use cheats anymore.
