In Master, I see Gorio. His block comes first, so in theory, he could have blocked even if someone else sat in the block later.

If Master is Gorio, then there are 2 possibilities:
1. The Maniac killed Locken and blocked Sky - Balzac. Or, for some reason, the Mafia didn't use the kill.
2. The Maniac blocked Sky, but for some reason didn't use the kill. In this case, Balzac would have killed.

Both options are, let's say... extremely unlikely. So, the Mafia Master can only be Balzac.

It seems they have been using this strategy from the beginning - killing with different roles. I don't think it's related to fear of anything.
