I don't understand the developers – the larger the game's fan base, the more mods and modders there are, and the greater the interest in the game or series, so why not make modding as enjoyable and easy as possible (animations, for example, are a pain to create or convert), and from different angles... and adding new creatures/factions/races, in my opinion, is one of the most basic directions in modding...
As far as I understand the situation with modding from the developers themselves, their initial plan was to release an editor with all the bells and whistles, like in Blitzkrieg, but then something went wrong, and it's unclear who ultimately ruined the whole thing. As one insider from Nival said, all this mess originated from Ubisoft, but a manager from Ubisoft said that the developers ultimately changed their minds, as Ubisoft itself didn't put any obstacles in the way of modding... and in the end, Nival's plans for add-ons failed – and again, it's unclear who is to blame, the developer or the publisher!
