Why aren't there any mods or custom builds for Heroes 3 HD Edition?

Hello. Playing the fan-made HD version is painful for the eyes. In normal resolution, the interface elements and text are too small, and in low resolution, it's just a pixelated mess. But there's an official HD re-release! Everything looks good in it... But why are there no mods or expansions?
