I remembered another thing about pirates – it's unclear what sea trade routes exist in the game. It's clear that the pirates of the Wild Sea plunder in the west, but there are no pirates in the east. There are a few mentions of pirates in the biographies of heroes from the Sanctuary; they are simply mentioned in Hitomi's biography, and Tsuan was actually a pirate. Again, it's unclear if there is a base where pirate squads could be formed and armed, but there is generally a lack of lore there. You could create Chinese pirates with renegades from the Academy or Free Cities.

Also, there are pirates in the north – Kujin chases them away in the Campaigns, and they are all elves. It's unclear who they are plundering there; they just kill dwarven whalers in the name of nature.
