I remembered another thing about pirates – it's unclear what sea trade routes exist in the game. It's clear that the Wild Sea pirates raid in the west, but there are no pirates in the east. There are a few mentions of pirates in the biographies of heroes from the Sanctuary; they are simply mentioned in Hitomi's biography, and Tsuan was actually a pirate. Again, it's unclear if there is a base where pirate squads could be formed and armed, but there is generally a lack of lore there. You could create Chinese pirates with renegades from the Academy or Free Cities.

Also, there are pirates in the north – Kujin chases them away in the Campaign, and they are all elves. It's unclear who they are raiding, they just kill dwarven whalers in the name of nature.
