I remembered another thing about the pirates: it's unclear what sea trade routes exist in the game. It's clear that the pirates of the Wild Sea plunder in the west, but there are no pirates in the east. There are a few mentions of pirates in the biographies of the heroes of the Sanctuary; they are simply mentioned in Hitomi's biography, and Tsuan was actually a pirate. Again, it's unclear whether there is a base where pirate squads could be formed and armed, but there is generally a lack of lore there. You could create Chinese pirates with renegades from the Academy of Magic/Free Cities.
