Well, if you teleport there right away, you can dig it up even without the quest. But without the intense... uh... battle with Alaric, it's impossible, even with cheats.

The quest for Sanctuary. The player receives it after the battle with Alaric. If Antik didn't have any videos, or a battle with Alaric, or the quest, then I don't know what he was doing in the game that allowed him to break this script.
