Because doing something like this is many times more difficult than running a full-fledged online tournament. Because you need to constantly monitor the ranking, resolve all sorts of controversial issues, calculate it, and much more.
Organization has its own complex aspects and nuances, it's also a laborious process ;) and I don't even know if they can be compared...?
