It's still a relatively lenient punishment, considering the offense committed by the three, but it will at least make them think that such actions can have unpleasant consequences for them. As an alternative, they could be assigned to community service for the rest of the month, say, cleaning the men's dormitory, but then someone would have to supervise them. So, the option of a fine in favor of the victims seems more preferable to me.
