At the request of Prime, I will outline my opinion on this matter. The idea itself is noble, but the proposed implementation... Firstly, setting deadlines no longer inspires confidence. Map/mod creation is still a hobby, and deadlines can turn it all into a routine. Authors will simply be tied to their projects because they need to finish the work on time. Moreover, an author might promise a new masterpiece with a lot of videos, scripts, etc., but end up with something like "Volkodav." And besides, if I'm not mistaken, any author can leave their contact information. This is much better. If a player likes someone's project and wants to support them, they can send the author some money. I think that's quite enough.
If we're talking about supporting mod/map creators in a non-financial way, those who want to could simply offer help with the most basic tasks. For example, with testing...
