This happens half the time. And the other half, it stalks the protagonist, waiting to jump out from around a corner at the most inconvenient moment with another quest. The first mod I installed in my playthrough silences this annoying character and drastically reduces the number of settlement quests it gives. I wanted to complete the main quest and most of the major side quests on the vanilla version, but it only took a few hours for my patience to finally run out.
