Yes, indeed, it's hard to make sense of it... :D Maybe this will be clearer:

here are Alexey's words: "either leave him near the castle, otherwise stuff him into the castle so he won't be an eyesore," in other words, he allows leaving heroes, but they must be inside castles and not on the map, thereby contradicting his own rules... that a hero should remain only 1 (or 2, depending on the scenario).
