In Heroes 4, there are only three creatures in the War of the Whirlwind faction that cannot be recruited, but that doesn't mean they are neutral. Each has an affinity to a race. Dragon King - Chaos, Sea Monster and Mermaid - Might. As for the Dragon King, in my opinion, it doesn't have a dwelling because it should have a very small growth rate and a high cost. And sea monsters and mermaids don't have a dwelling because the creators didn't want to see them controlled by players in standard maps. These two creatures are the only ones that are displayed on the water entirely, and not on a ship. Think about it, wouldn't it be interesting if a Sea Monster or Mermaid could move from land to water or vice versa?
