Question about building construction.

No one said that the buildings would become available after the initial exploration. But it is true that they are locked to encourage players to be more active. You can open this map in the editor and see the building limits.

I understand. I don't know where this map editor is; I just play the game occasionally.
So, is this building restriction only in this map? Will all buildings be available in other maps, and will I be able to build any building I want?
