I thought this would be a no-brainer. And in most cases, the majority of questions are usually resolved by considering the gray area and what is most optimal at the moment. Plus, the situation itself encourages such a decision. I think, from an RP perspective, for most characters, unless they are followers of Superbia or characters with a similar personality (and even they might have faced a moral dilemma if saving the lives of their comrades was their duty), it wouldn't be a problem to use the available medications instead of relying on the inviolability of the quest bag.
