Problem with the AI's starting resources.

Hello, I constantly play on "Hero" difficulty and have always disliked that the AI has far more starting resources (you have 10k gold, while it has 30k, etc.). is there any way to play on the highest difficulty (so that the AI is more advanced), but with equal amounts of resources for both of us? Maybe there are some cheats to "tweak" its start, or some kind of mod.
