MMH5.5 - Heroes of Might and Magic 5.5

Good day! My friend in a match discovered that when purchasing a level 4 talisman for heroes, the city management skill disappears; it becomes impossible to rebuild the city or teleport to selected cities, but only to the nearest one thanks to the level 4 talisman's skill. This was, of course, his mistake when buying the level 4 talisman because, as we later found out, if you buy a level 3 talisman, city management remains. Screenshots are attached. Is this a bug? In the first screenshot, there is a level 1 talisman on the hero, and then the skills book of the leveled-up hero with a level 4 talisman. We didn't find any buttons or another way to scroll through the skills.
