This is something from Drox Operative 2. It features randomly generated alien empires, and their descriptions are based on a number of factors, including the empire's gameplay characteristics. This particular empire turned out to have traits related to espionage and brute force, resulting in a contradictory description: "They are unmatched in espionage. Diplomacy and trickery are foreign to them – they are extremely aggressive and straightforward."
