There's a strange thing here: it turns out there are quest gates, I didn't see them. They require all 6 heroes and no higher than level 20. I leveled up Verzhak 2 in the coliseums, is that it now?

Yes, but you can restart the final scenario later. And yes, in it, the heroes escaping to other cities can break the game, if anything. I didn't change anything there either – it's already an anti-cheese strategy, for the most part.
