Well, in terms of usefulness, I'd probably give my vote to the Devils. They might not have the speed advantage that Phoenixes have, but I think they'll overwhelm them thanks to their retaliatory attacks...

It also depends on the situation; there's probably a good chance of defeating a Hydra (although the battlefield needs to be favorable for that).
