TaKo and I have thought about it, and here's what we came up with:

Project "Regulations on Clans"

1) Suspend the proliferation of clans... by prohibiting their creation by newcomers until they have been on the portal for a certain time + have accumulated a certain number of posts (question - how much and how many??)
2) The same conditions apply to all their clan members - only the requirements may be lower (the same minimum of 4 people - the rest can be accepted without this).
3) There must be a positive reputation (it doesn't matter how many "eagles" it is)...
4) In the representative topic of the declared clan, the following must be clearly indicated:
a) composition.
b) a unique name.
c) a developed ideology that fundamentally distinguishes the newly created clan from existing ones.
5) At least 2 members of the newly created clan must participate in a tournament/tournaments HW BEFORE or DURING its creation (I think the result is not so important - the main thing is the fact of participation).
6) The representative topic must be оформлена immediately - and according to all the rules... (and not like "I'm creating a clan - the name is "don't know" - join") - you need to invite people you are interested in in advance via PM, isq, etc.

7) If the leader does not appear on the forum for "N" time (I suggest 1-2 months) - without warning, the clan must be headed by another person. Otherwise, it will be disbanded.
8) If "N" number (I suggest 70%) of clan members do not appear on the forum for a certain time (for example, the same 1-2 months) without giving reasons, the clan will also be disbanded.
9) If the clan does not participate in the portal's HW tournaments for 5 months (for example, the VK tournament - 5 months strictly), then the clan is considered inactive and will also be disbanded.
10) To resolve inter-clan conflicts, as well as in the event of a conflict between members of individual clans, this conflict is brought to the attention of LzMS for consideration.
11) I also suggest that the administration participate - namely, when creating a clan, the administration (or someone from it) should think about whether the future clan has potential!
