Then, you probably need to run the Noesis.exe (32-bit) program and not Noesis64.exe (64-bit).
Although, it works for me on all bit versions (you can search for "granny2_64.dll" here).
Or, using the plugin for 3DS Max 2008, import the gr2 file with animation or skeleton.
