Windows 10 is to blame with its overly protective features, specifically: "Controlled folder access"
Windows was blocking the writing of files.
And due to my own lack of knowledge regarding such "subtleties," I spent a long time incorrectly phrasing queries in the web browser search engine until I found what I needed.
After reading the information on the Windows site https://support.microsoft.com/ru-ru/windows, I did as described and voila, everything in the game started working properly.

I would like this information regarding the solution to be added to the FAQ section.
