Modding

I have a question. Where can I change the numbers for hero specializations? For example, from 1% to 0.5%, or change it so that the bonus is applied every 3 levels instead of every 2, etc. I've searched through all the files, but I couldn't find it.

I understand that my question is similar to the one above, but mine is simpler.
